Le manioc est l’aliment de base le plus important au Nigeria et au Bénin, et en deuxième position (après le riz) en Sierra Leone. Jusqu’au début des années 90, la production de manioc dans ces pays était principalement assurée par des variétés traditionnelles. Depuis le début des années 2000, plusieurs pays ouest-africains se sont attachés à promouvoir le manioc comme culture industrielle. Cette étude apporte un éclairage sur les secteurs de la production, transformation et commercialisation du manioc en Afrique de l’Ouest, ainsi que sur le développement des équipements et la recherche dans cette filière. Elle analyse également les forces et faiblesses, opportunités et contraintes de cette filière en Afrique de l’Ouest.

Effect of Presidential Initiatives on Cassava Production Efficiency in Oyo State – Nigeria

In 1999, President Obasanjo convened several stakeholders’ meetings for the development of selected commodities. The result was the inauguration of various committees and the subsequent development of a blueprint tagged: “Presidential Initiatives on Cassava, Rice, vegetable oil and Tree Crops”. For the Presidential Initiative on Cassava (PIC), the strategy was to achieve, on an annual basis, 5 billion dollars from export of cassava in 3-5 years. Braking down this broad specific strategy achievable in 2007 include the production of 9.2 million bundles of breeder stock by the National Root Crops Research Institute (NRCRI); production of 73.2 million bundles of foundation stock by the Root and Tuber Expansion Programme (RTEP) and production of 250.0 million bundles of certified stock by the State Agricultural Development Programme (ADP). This author picks up the argument that program intervention has the capacity to succor farm production problems and uses an econometric style to compare the technical efficiency of farmers who benefited from the presidential initiative on cassava (PIC) in relation to those farmers who did not benefit from the intervention.
