Il est généralement admis que les TIC sont un moteur de croissance économique et de développement social. Leur bénéfice pour la population des ACP, essentiellement rurale, dépendra dans une large mesure des politiques et des stratégies mises en place par les gouvernements afin de promouvoir un déploiement planifié et agencé des technologies de la communication.

It is widely accepted today that ICTs drive economic growth and social development. How much ICTs will benefit people in ACP countries, especially the rural majority, will largely depend on the policies and strategies that governments put in place to promote the planned and orderly deployment of communications technologies.
