The Government of Rwanda’s (GOR) agricultural strategy moving agriculture away from subsistence to a market-based system develop private and public sector-supported small and medium size enterprise (SME) agribusinesses. Efficient information processing and delivery and training of SMEs are critical components of this strategy. However, governments’ expenditure on extension services has declined over the past decades, and as a result farmers may need to pay for certain services and technologies.
