This paper takes the view that sufficient attention has not been given to interventions that improve access to rural finance through reducing risks in the rural financial environment. Using the case of a warehouse receipt (WR) system being developed in Zambia, the paper demonstrates how market institutions can be used to give rural borrowers a “face-lift”.
